Cohee EAST NEW MARKET Dawson Frederick Cohee of East New Market, formerly of Greensboro, died Monday, Feb.

2, 1998 at his daughter's home in East New Market. He was 81. Born Sept. 9, 1916 in Denton, he was the son of the late Fred Amos and Ethel Mae Irwin Cohee. He was employed by the Maryland State Highway Administration for 30 years.

He retired from the former Bowman's Gas Service, Ridgely. He served during World War II in the 118th Unit of the U.S. Army as a surgical technician. He was past post commander of the American Legion Post 29, Denton, and remained an active member. He was also a member of VFW Post 7937 of Greensboro and the Moose Lodge 534 in Harrington, Del.

He married M. Jane Boyles on June 15, 1945. Mrs. Cohee is deceased. Mr.

Cohee is survived by two daughters, Pamela C. Williams of Alexandria, Va. and M. Lynn Burt of East New Market; a son, D. Kevin Cohee of Sacramento, and a sister, Marie Weaver of Greensboro.

Katinsky of Hurlock died Sunday, Feb. 1, 1998 at Dorchester General Hospital, Cambridge. She was 84. Born in Eldorado on Sept. 17, 1913, she was the daughter of the late Thomas Franklin and Evadna Wheatley Nichols.

She was a graduate of Hurlock High School. After high school she worked for the County Health Department in Hurlock for a number of years. She later worked as, a bookkeeper for Cor-kan Insurance and then worked with her husband in their wholesale floral business. Her husband, Andrew Katinsky, died Nov. 24, 1980.

Mrs. Katinsky is survived by one brother, James T. Nichols of Hurlock five nieces and six nephews. A brother, Paul W. Nichols, and two sisters, Barbara E.

Kuhn and Louise N. Zan Orden, are deceased. Services will be held at 1 p.m. on Tuesday, Feb. 3 at Zeller Funeral Home, East New Market, where friends may call from noon to 1 p.m.

Burial will be in the Unity Washington Cemetery, Hurlock. Dorothy T. S. Swontek ANNAPOLIS Dorothy Til-man Schwallenberg Swontek of Annapolis died Sunday, Feb. 1, 1998 at home.

She was 83. She was born in Crozier, Va. She worked at Mac's Market in downtown Annapolis and Rookies Market in Annapolis during the late 1960s and early 1970s. She attended Eastport United Methodist Church. She is survived by three sons, Mike Schwallenberg, James Schwallenberg and Thomas Schwallenberg, all of Annapolis; four daughters, Mary Ellen Franz and Dorothy Mann, both of Annapolis, Marjorie Campbell of Queenstown and Patricia White of Salt Lake City, Utah; three brothers, James "Pete" Tilman of Annapolis and Thomas Tilman and William Merritt Tilman, both of Florida; a sister, H.

Cree Schwallenberg of Annapolis; 18 grandchildren; and 22 great-grandchildren. Services will be held at 6 p.m., Wednesday, Feb. 4 at John M. Taylor Funeral Home, Annapolis, where friends may call on Tuesday from 2 to 4 p.m. and 7 to 9 p.m.

They claim the Fish and Wildlife Service has stalled on protecting species such as jaguars in the Southwest, black bears in Florida and a now-vanished fish in Nevada. "What's really going on is Fish and Wildlife is terrified about making a stink over endangered species," said David Hogan of the Southwest Center for Biological Diversity. "They don't want money from Congress, they don't want to rock the boat, they don't want to list any more species as endangered." The Southwest Center filed a lawsuit Monday in federal court in San Diego to force the service to act on 44 varieties of plants and animals it said are in danger of disappearing in California. Hogan said the problem in California, as elsewhere, is that listing a species as endangered makes it difficult for developers to build on affected land, and that generates political pressure. It is one of scores of similar lawsuits filed across the country.

"We are falling further and further behind the eight ball," said Melinda Pierce, who represents the Sierra Club in Washington. "The bottom line with this lawsuit and others is that we know our nation's wildlife and plants are imperiled, and the only way we can secure protection for them is if Fish and Wildlife acts." Instead of acting, Pierce said, the agency has abolished much of its waiting list. In one case, Fish and Wildlife dropped 4,000 candidate species without any further study, she said. "The law was intended to save species on the brink of extinction, and unfortunately, that's just not happening," said Jay Watson, the Wilderness Society's top official in the California-Nevada region. Federal officials bristle at the charges.

The real culprit, they say, is lack of funds, not lack of will. The Southwest Center pointed to its three-year effort to protect the jaguar. The animal, which once roamed from the San Francisco Bay area to the tip of South America, is now seen rarely in the Southwest. Despite its eligibility, the Southwest Center said it had to file lawsuits in 1994 and 19 before the agency agreed to list the jaguar as endangered.

The environmental groups said many other efforts fail, noting that last year Fish and Wildlife removed five species from the candidate list because they had become extinct. They included a minnow-like Nevada fish and a butterfly that vanished from the U.S. territory of Guam..
