ANNAPOLIS On Monday, Feb. 12, the Maryland Federation of Republican Women will hold its fourth annual Legislative Reception honoring General Assembly members. The event will be held from 5:30 to 7:30 p.m. in the second floor Reception Room of the James Senate Office Building in Annapolis. A registered lobby group, the Maryland Federation of Republican Women, headed by Marilyn Dankner of Montgomery County, has actively lobbied in support of establishing March as History Month in Maryland and of legislation which strengthens small businesses.

They also have indicated their support for establishing English as official language, and testified in opposition to the introduction of slot machines and casino-type gambling. Republican women from throughout Maryland will be attending the reception as well as the evening sessions of the Maryland House and Senate. The Maryland Federation of Republican Women is the largest political organization with 1,800 members in 42 clubs throughout the state. It is part of the National Federation of Republican Women, with 107,000 members, the foremost political organization in the world. deliver and lay approximately 18,400 sq.

The apparent low bidder for Item is The Dissen and Juhn Corporation. Branch Office, P.O. Box 517, Grasonville, Maryland 21658. The bid is to supply, deliver and build Pedestrian Bridge (522 L.F.) for the price of $220,000 and Pedestrian Bridge (181 L.F.) for the price of $78,4000. Total price for Item is $298,400.

The apparent low bidder for Item is A.J. Marine, 5234 King Arthur Circle, Baltimore, Maryland, 21094-5605. The bid is to supply, deliver and build Pedestrian Bridge (41 L.F.) for the price of $24,600, Pedestrian Bridge (117 L.F.) for the price of $69,425 and Pedestrian Bridge (48 L.F.) for the price of $30,800. Total price for Item is $124,825. Total price for items and is $601,695, which is $273,690 under the engineers estimate received in August of 2000.

A total of $1,224,000 is budgeted for this project in FY01. The TEA-21 grant administrated by State Highway Administration is not to exceed $683,560. The County will match the Highway participation with minimum of $300,000 pay-go and $312,000 work-in-kind. On a motion made by Ms. Davis, seconded by Mr.

McQueeney, the Board unanimous- ly accepted the low bid of David A. Bramble, Inc. for Item in the amount of $178,470, the low bid of The Dissen and Juhn Corporation for Item in the amount of $298,400 and the low bid of A.J. Marine, Inc. for Item in the amount of $124,825 for Cross Island Trail Phase III.

CDBG PROGRAM PUBLIC HEARING: Mr. Mickey Lomax, Housing Program Administrator for the Department of Housing and Community Services, conducted the hearing on behalf of the County Commissioners. The purpose of the Public Hearing is to encourage public participation in the application process for Community Development projects and to review the progress of existing grant projects. The County is eligible to apply for grants for a wide variety of eligible Community Development activities. At least of the persons benefiting from a project must be in the low-to- moderate income range as defined by HUD.

A project waiting for closeout is Pondtown Housing Rehab a $43,000 grant to complete home repairs including installing wells, septic systems and bathrooms for three houses in the Pondtown area. Funds used for this project were Rural Development, HOME Funds and CDBG. It replaced one home, three septics, and two wells. The County is eligible to apply for up to $800,000 annually. The State will award a total of no more than $3.6 million in this round of applications.

The County must compete for these funds against 129 other Counties and Municipalities in the State. This makes the application process very competitive. The County is proposing to apply for approximately $107,658 in grant funds to replace the existing playground equipment and surface at Fisher Manor in Grasonville and $207,00 for sidewalks to be installed on Cemetery Lane in Grasonville. The Board adopted the following resolutions for the submittal of an application for Community Development Block Grant funds in the amount of $107,000 and $207,000. RESOLUTION WHEREAS, State of Maryland through the Department of Housing and Community Development has solicited applications from eligible jurisdictions to apply for funding under the Small Cities Community Development Block Grant (CDBG) Program; and WHEREAS, Queen County is eligible to apply for funds from the Small Cities CDBG program through the Maryland Department of Housing and Community Development; and WHEREAS, the County Commissioners of Queen County have held the required public hearing related to the formulation of the Block Grant Application; NOW, THEREFORE, BE IT RESOLVED, that the County Commissioners of Queen County authorize the submittal of an application for Community Development Block Grant funds in the amount of $107,000 this 23rd day of January 2001, and BE IT FURTHER RESOLVED, that president of the County Commissioners is authorized and empowered to execute any and all documents required for the submission of the application.

BOARD OF COUNTY COMMISSIONERS OF QUEEN COUNTY DESIGN REVIEW BOARD: Ms. Kathy Magruder, Director and Ms. Suzie Eakle, Business Development Manager, for the Office of Business and Tourism, Mr. Tom Davis, McCrone, Inc.

and Mr. Ron Athey, Ms. Kate Goodall and Mr. Richard Lane with KRM Development met with the Board for concept and site plan approval of Phase 8 and Bridge Office Center II projects in the Chesapeake Bay Business Park. Mr.

Davis noted Phase 8 of project consists of a 28,125 s.f. facility on part of Lots 19 and 23. The long range plans call for the construction of an additional 232,820 s.f. space. Lots 14-18 have been identified for the development of 114,320 s.f.

of commercial office space for Bridge Office Center II. On a motion made by Ms. Davis, seconded by Mr. McQueeney, the Board unanimously gave concept and site plan approval for KRM Development Park Center Complex Phase 8 and Bridge Office Center II. Greg Nizza EXECUTIVE SESSION: Pursuant to State Government Law Section 10-508, (7) consult with counsel; County Commissioners held an Executive Session on motion of Commissioner Davis, seconded by Commissioner McQueeney and made unanimous by Commissioner at 9:45 a.m. in the Office of the County Commissioners, The Liberty Building, 107 N. Liberty Street, Centreville, Mr. Mark Belton, County Administrator, Mr. Steve Walls, Director of the Department of Public Works and Mr.

Steve Kaii-Ziegler, Director of the Department of Planning and Zoning met with the Board. No decisions were made in Executive Session. The Board adjourned in Executive Session at 10:30 a.m. TOUR OF GAITHERSBURG: The Board and various Department Heads toured the Kentlands Development in Gaithersburg. There being no further business, other than routine business to engage the immediate attention of the Board, they adjourned to meet again on Tuesday, January 30, 2001.

Ethel M.Walls SUDLERSVILLE Ethel Mae Walls of Sudlersville died on Sunday, Jan. 28, 2001, at the University of Maryland Medical Center, Baltimore City. She was 81. Born on Nov. 1, 1919 in Queen Anne County, she was the daughter of the late Henry and Mae Kemp.

Her husband, Charles Jack Walls, died on Feb. 2, 1995. She is survived by a son, Wayne Walls; four daughters, Ann Satterfield, Betty Jean Calloway, Patricia Shields, and Bonnie Lofland; a host of brothers; sisters, brothers-in-law; sisters-in-law; sons-in-law, a daughter-in-law; grandchildren; great-grandchildren; great-great grandchildren; nieces; nephews and other family and friends. In addition to her husband, a daughter, Mary Frances Satterfield, died on Jan. 14, 2001 and a son at birth in 1939.

Funeral services will held on Friday, Feb. 2, at 2 p.m., from Fleegle and Helfenbein Funeral Home in Greensboro. Alfred H. Wooters Sr. EASTON Alfred Henry Wooters Sr.

of Easton died at the Maryland Veterans Healthcare Center in Perry Point on Fri. Jan. 26, 2001. He was 75. Born in Cordova on Sept.

30, 1925 he was the son of the late Clarence W. and Anita Eberhard Wooters. He attended public school in Talbot County. In 1946, he joined the U.S. Army.

Following his release from active duty in 1947, he continued to serve with the Maryland Nation- al Guard of Easton until 1963. In 1947, he married the former Barbara Blann of Oxford and they made their home in various places in Talbot County. From the early 1950s until 1970, he worked at the Oxford Boat Yard as a boat builder-carpenter and then worked as a self employed carpenter until retiring in the mid 1990s. In addition to his wife of 53 years, Mr. Wooters is survived by three daughters, Laura Bishop of Queenstown, Joanna Harrison of Trappe and Sherrie Etchenbarren of Riverside, two sons, Carl L.

Wooters of Easton and Alfred H. Wooters, Jr. of Easton; six sisters, Gladys Stewart of Denton, Naomi LaBombard and Muriel Williams of Cordova, Eleanor Plagge of St. Michaels, Patricia Baker of Greenwood, Del. and Hazel Natale of Vero Beach, 20 grandchildren; eight great-grandchildren and three step-grandchildren.

Another sister, Anita Bartholomy, is deceased. Funeral services were held on Wed. Jan. 31 at the Fellows, Helfenbein Newnam Funeral Home of Easton. Burial was at the Maryland Veterans Cemetery-Eastern Shore in Hurlock.

Raymond W. Heath GRASONVILLE Raymond Wesley Heath, 52, of Grasonville died Jan. 26, 2001. Born Jan. 23, 1949 in Stevensville, he was the son of Oscar Charles Heath and the late Selena Turner Heath.

In addition to his father, he leaves to mourn his wife of 22 years, Arlenna Heath; two daughters, Trina and Vanessa Heath; two brothers, Timothy Brockington and Charles Heath; four sisters, Cynthia Johns, Gretchen McKethan, Jacqueline Sewell, and Denise Farrington; one uncle, Elliott Bordley; and his mother-in-law, Alberta Washington; four sisters-in-law, three brothers-in-law; nieces, nephews, cousins and friends. Funeral services were held Wednesday, Jan. 31 at Union Wesley United Methodist Church, Chester. Arrangements by Wm. Reese Sons Mortuary, Annapolis.

Ethel L.Conant CRUMPTON Ethel Louise Conant of Crumpton died on Jan. 27, 2001 at Kent and Queen Hospital. She was 79. She is survived by two sons, Bob Garvine of Townsend, Del. and Jack Garvine of Newark, a daughter, Bunny M.

Pearson of Newark, and a sister, Elizabeth Hayden of San Antonio, Tex. She is also survived by eight grandchildren and 11 great-grandchildren. Funeral services were held on Wednesday, Jan. 31 at 11 at Fellows, Helfenbein Newnam Funeral Home, Millington, Md. Interment was at Crumpton Cemetery.

In lieu of flowers, contributions may be made in her name to Crumpton Ambulance Fund, Crumpton Vol. Fire P.O. Box 68, Crumpton, Md. 21628. Elizabeth A.

Thornton HILLSBORO Elizabeth A. Thornton, a lifetime resident of Hillsboro, died Sunday, Jan. 28, 2001 at Caroline Nursing Home, Denton. She was 82. Born March 15, 1918 in Greensboro, she was the daughter of the late George and Clara Tribbitt Adams.

She is a 1935 graduate of Greensboro High School, former Greensboro Postmaster, was a bookkeeper for Cannery of Queen Anne for 25 years, served as the town clerk of Hillsboro for many years, was a member of the Hillsboro-Queen Anne United Methodist Church in Hillsboro where she sang in the choir and served as the President of the Wesleyan Guild, served as a 4-H leader and volunteered at the Easton Cancer Center, was the recipient of the Caroline Most Beautiful People award in 1991. She is survived by her husband, Lawrence G. Thornton; one son, Frederick Thornton of Skipton; two daughters, Beth Pine of Cordova and Judy Secrist of Cordova; six grandchildren; and one great-grandchild. Services were held Wednesday, Jan. 31, 2001 from Hillsboro-Queen Anne United Methodist Church, Hillsboro.

Interment was at Greensboro Cemetery. Memorials to Hillsboro-Queen Anne United Methodist Church, P.O. Box 156, Queen Anne, Md. 21657. Arrangements by Fleegle Helfenbein Funeral Home, Greensboro.

Arnold R.Harvey DEMING, N.M. Arnold R. Harvey, 72, a Deming, N.M. resident, passed away Thursday, Jan. 25, 2001 at his home in Deming.

He would have been 73 years old Feb. 5, 2001. Mr. Harvey was preceded in death by his wife Lois and daughter Phyllis. Sam was born in Wharton, W.Va.

and later moved to Maryland where he was employed by the Singer Co. until his retirement in 1972. He enjoyed traveling and played guitar and mandolin and sang country western music having his own band in Deming in the 1980s. He is survived by a daughter and son-in-law, Diana and Roger Gonder of Cambridge, son and daughter-in-law, Roger and Rose Harvey of Stevensville, daughter and son- in-law, Tyla and Neil Jones of Denton, and son, Roy Allen Harvey of Cambridge; 13 grandchildren; and seven great-grandchildren. At his request, cremation will take place and no services are scheduled at this time.

Entrusted to the care of Funeral Chapel, Deming, N.M. Patrick F. Whalen STEVENSVILLE Patrick F. Whalen, beloved infant son of Kent and Donna Whalen, brother of Molly Whalen, died Jan. 24, 2001 at John Hopkins Hospital in Baltimore.

Memorial services were held Saturday, Jan. 27 at the Living Water Lutheran Church, Stevensville. Arrangements provided by Fellows, Helfenbein, Newnam Funeral Home in Chester. Karen Garner GRASONVILLE Karen M. (Sampson) Garner died on Tuesday, Jan.

23, 2001. She was a former resident of Grasonville and beloved wife of the late Kevin Garner, loving mother of Tyler, Brandon, and Brittany and stepmother to Craig, Mandy, and Lindy. She was the daughter of Sue Patton and Norman (Patricia) Sampson, sister to Jeanne Faucett, granddaughter to Bessle Sampson. She is also survived by a large extended family. Services were held on Jan.

27, 2001. Interment will be private. Julian B.Jarrell SUDLERSVILLE Julian B. Jarrell of Sudlersville died on Wednesday, Jan. 24, 2001, at Chestertown Nursing and Rehabilitation Center.

He was 86. Born April 20, 1914 in Ruthsburg, he was the son of the late William Henry and Annie E. Todd Jarrell. He was a lifetime resident of Sudlersville. He was a self-employed dairy and crop farmer and did part-time residential painting.

He is survived by his wife, Nellie Mae Seward Jarrell; three daughters, Mary Ann Bedwell of Worton, Judith Jarrell of Frederica, Del. and Trudy Hardison of Sudlersville; two sons, Harry Jarrell of Sudlersville and Marion Jarrell of Henderson; nine grandchildren and eight great- grandchildren. Two daughters, Shirley Connor and Joan Courtney; one son, J.B. Jarrell and one grandson, John Pratt are deceased. Services were held on Saturday, Jan.
